Pretty sure this isn't a part of the usual event where this happens, largely because the ladder and fuse box are still very much there.
0.9 introduced a bug where, indeed, the ladder and fuse box were still present during the missing radio tower event. It was MEANT to be fixed in 0.9b.

You are playing a test build of the game with a ton of bugs. This is one of the bugs.If you'd like to do something about it go on discord and yell at Nose for adding the gay baby jail instead of fixing the game.
