Is it possible to add a clear priority filter? For instance, if I blur female chests and I am watching a titjob, the dick gets censored. Can I add a second censor that is like a mask for the prior censor which shows the dick?

What you can do for now : Once you have your blur female chest filter running, add a pixelated filter, select only dick and set the Pixels size to 0.

(The last filters draw over the previous.)
