Weird inconsistencies with rotational drag bounce velocity

Some random sprites of the model I'm working on are far more receptive to bounce velocity with their rotational drag than others. Mind you, they only are extra receptive to bounce velocity, not just regular velocity from movement. 

Take a look at the hair sprite in these two separate "costumes" of the model I'm making. Both have a rotational drag of about 57 and both have the "ignore bounce velocity" toggle disabled.

Nothing I change seems to fix this aside from enabling ignore bounce velocity on the bugged assets, but I do want these sprites to bounce. Any idea how I could fix this or is it just a bug with the software?
