Occassionally I get a split for an Empire, and I have distinct regions that I want to break away, which don't make sense as a single unified division. It would  be very cool if I could use up a portion of the Split bar, then choose to end that division early, and make a second division with the remainder, and then a third if wanted, and so on, until all of the split bar was used up.
It would allow for much more interesting breakups of large empires, with much more realistic  boarders.

EDIT:
The goal isn't the be able to use less of the meter. I am still intending for the entire meter to need to be used up. I only want to suggest that we could divide up the split into multiple new factions.
