When I select the Link to download I'm redirected to an itch.io page that has the "web version" of the charge RPG.  Clicking this take me to https://keeper.farirpgs.com/resources/fari-rpgs/charge/.  However when I click the download link on that page the same itch.io dialogue that redirected me to the site in the first place simply opens again.

Hey! There is no "PDF only" version of Charge. The download link on the web version should be removed. I initially added it for folks who may be interested in giving donations, but I'm going to remove it since it seems to cause more confusion than anything else.
