Can Magikarp get Rattled so i can have a Moxie Gyarados?

Update : I've seen about 50 magikarps all with swift swim (I have a Kirlia with Trace) and 10 mins of fishing with the Speed hack of the CE (Cheat Engine) at 1,5 and no Rattled
