If you get a union card and right-click on a different nation it switches to that nation. For example, if you select country "A" and get a union card, then right-click country "B" the selected country switches to country "B".

that's how you select the country selected is gonna be united to, there is a weird overlay issue I've noticed but an union button shows up.
