This is a common error, sadly. The best solution I have is go due north and spam the retry key until you get to the underground portion. Then, save the game and crash it. Or, go south and save and exit. Next time you boot it, you won't have troubles. Sadly in this zone, it will always happen so long as there are ruined buildings.
