I'm not exactly sure how I've done it or if the save is fine and the event has not triggered somehow as its gone weeks already without any real world event occuring, as I'm doing a new game+ after finding nightmare wooped my ass and I did have perversion traits like But it's cute, but during this run I've noticed I just straight up have not obtained any perversion traits besides the forced fetish one.

Edit: Okay I just tried and skipped 2 weeks. I guess it was just insanely back logged somehow or maybe I'm not understanding how the event work and its % based.
