Hi I have fully rigged my PNG drawing but I was wondering is there a way to drag and move it around to better position the Character for streaming? When I zoom in a lot of the character gets cut out and I just want the upper half to show for streaming

I have found that if you guy's link everything correctly to the torso and select torso, Move with WASD key's you can position however you need when zooming in :D Do not move while holding down the O Key. Just move with WASD.
