I have researched 12 MHz but i cannot make a processor that has that clock speed.  Screen shots included

It's as koda443 says, you need to research a better package.
You can check the stats of all packages here: https://hardware-tycoon.wikia.com/wiki/CPU and as you can see DIP72 only supports up to 9.2MHz

Yep. Make sure to have a package that supports that clock speed. If the clock speed still isn't what you want just adjust the build quality slider.
