Timeline vs Motion Time

Is there a good/easy way to match up the timeline and motion times so they both do 1 full cycle together?
I tried plugging in numbers and timing it but it's very frustrating and any inaccuracy sort of ruins the point a bit.

I was trying to make one effect sin wave left-right and put a keyframe to change it's layer when it gets to the fully left, then when it's fully right change it back again, this way it would sort of 'circle' the other effect going on but in a depth/3D manner.

I couldn't quite get the timeline speed and the sin motion speed to match up to where this would happen smoothly and when I wanted it to.
