So i figured id try being the jerk route at first and have now apologized, and i can increase her mood a little but nothing i do seems to improve the sympathy stat which is stuck at -59 or do i need to push the mood over 0.3 because at the minute that's all it seems to allow me 

I was looking through the game files, specially the save file, and experimenting with different settings ie increasing money, affection and mood stats ect, and although i could increase the mood and watch it decrease through in game actions, nothing  seemed to effect the affection stat once it was set

Try talking to her more, cooking with her. Walk more often, pet her, and sleep together. Make sure to have more physical contact with her: hold her hand, pet her head, cheek, etc.
