If the action card say to ignite card on top, but the card is already ignited. Am i just discard the Card, or the action has no effect?

Hey, Kard Kardus! Well, expansion cards are linked to a specific new win condition, so you must add all cards. But since All Is Bomb is a solo game, you are free to do whatever you want to do with the cards, including using only some expansion cards. My only advice would be to not use the additional win condition of the expansion if you won't include all expansion cards.
