How do I get Val to change Ms. Rack into a Bimbo? I want to unlock the Erase spell.

Also, how do I trigger the Victoria plotline? She showed up when I didn't have the book yet, after one of Slave Jane's Secret Lessons. I used Return to Room, to bypass her and get the Book, but now she isn't showing up. Is there a way to spawn her again?
