I’m trying to bootstrap a multiplayer digital tabletop game:

The problem is getting the initial player community. It should be large enough to run a new real two-player match in under 2-3 mins. This means a few hundred daily active players.
Such an amount is doable with some paid ads, but the money burn pretty quickly. So I only tried two waves lasting for 2-3 days. The problem is that the players don’t stick. On the second day only 10% return and it’s only 2-3% on the third day. No ads — no games. As I’ve read, “OK” performance should be a magnitude higher.
I have a few assumptions on why this happens. And the first one is that the newcomers have no idea how to play, enter a multiplayer game, click here and there, drop the game, and disappoint the opponent matched too. So, now I’m making an onboarding tour feature.
It should teach how to play and filter out early if a newcomer does not like the game setting/rules/concept. The rules are similar to Monopoly but differ in many moments, which is important for players who think they know the rules.
So, I’m asking for your feedback. Would you tell if the onboarding tour clear and engaging? Where can it be improved? Meanwhile, the tour is not available in production, only by a direct link:
