I am confused on how to do it, I have currently have 3 robots, one to gather seeds into the seedling tray, and I have one to chop them, but the one to plant the seeds will only do it in one spot, causing a huge delay on the process.

Do you have a bot to make holes? That might be the problem. It might also be because you don't have the bot on repeat.
