I don't see why he would... There are already plenty of save editors that will let you cheat if you want to.
what do you mean by save editors
like a site that you can use to alter items/stats. I don't normally recommend them since it's easy to go overboard with them and makes the games less challenging, but it makes more sense than the dev adding a cheat.
