I can confirm that all you have to do is reach Day 44 as of update 1.6.1b.

My best advice is to turn off the Downloading switch at the Power Block in the corner when not downloading a signal. It drives me insane too but for now there's nothing you can really do, plus turning it off means calculations can go faster.

You can experience other events fine even if you didn't experience that one. I've accidentally glitched a few too and the other days' events worked just fine for me.
