If you haven’t updated Nvidia, that could be the issue — I had the same problem.
When I tried to open the Nvidia update launcher, it wouldn’t start and gave me an error saying I needed to reinstall. What fixed it for me was going into the Windows time settings (Region → Administrative → Change system locale), checking the box for “Beta: Use Unicode UTF-8 for worldwide language support,” and then trying Nvidia again.
