Oh, you're right. I changed the requriments for second outfit to 60, but forgot that it actually had some events attached that required way less. Thanks for pointing it out.
I kinda messed up there and bugged it. You can't get them on a fresh save. The bug is fixed in new version so you'll be able to get them as soon as it's released.
