I kinda messed up there and bugged it. You can't get them on a fresh save. The bug is fixed in new version so you'll be able to get them as soon as it's released.
You can buy them at Clothes Shop. Do some fashion shows with Nadia to get fame and get a delivery via upgrades menu.
