So basically, the people on the list (even though they're already home) can be actual fake people? I've never encountered this before

Then why are they still on the list, if the list apparently means to show the people you gotta let in?

"Resident" walks in to the window, is expected to walk in that session and everything is valid, looks and everything, but after calling the apartment either themselves, or someone in that apartment answers the phone and says that the person asking to be let inside is already there. Bug, or a doppelganger?
