Will you be able to romance/sleep with any of the women on the crew? Or is it male options only?

I'm stuck, I  can't get the Outsiders first Lt to show up at all. The bar is showing I've maxed rank 2 with them but nothing else has happened, is there something I'm missing?

Does the game have an ending? I've turned the whole town and there doesn't seem to be anything else to do. Regardless, its a great game!
