When I fist had the choice between building the Fair, the Watch Towers and the 3rd option (Meeting Room was it?) I chose the Watch Towers. Now the Watch Towers are done and complete. Is there a way for me to start building the Fair so I can have access to the new content that needs it? I already checked with Bernard and nothing shows up on his dialog options.
