Try using XdeltaUI instead.
Progress is definitely being made,slowly but surely.The reason it's taking longer than anticipated is mainly because of personal issues some of the artists have been dealing with.
An Xdelta file you can use paired with XdeltaUI to patch the mod onto Undertale's data.win.
