I think that it is rather because that the save folder doesn't get deleted when deleting the game, i don't think that LAGS would have a personal server for such an unnecessary an bothersome feature as cloudsave, this is just my personal opinion, but I think that with the same amount of work focused on cloudsave, he/she could finish all levels and fix most of the most annoying bugs.
For me worked turning on smooth scroll, walking for a bit, then wait for it to stabilize, then turn off smooth scroll, however if you are on the left side of the map (varies from map, somewhere it's 25% of left part of the map, somewhere it's only 10%, in the ship for example it's 3 walkable parts of the ship from left) it will erase most of the tiles and you have to go outside of the bug zone and refresh smooth scroll as described.
