In the rules, it states: 

The short version is: anything that can run on the Web in a browser without extra plugins is considered a valid jam entry. It's highly advised you create new content for the jam - submitting your old demos or already finished projects makes no sense.

In this context, is JavaScript React considered an extra plugin if I'm using it with one of the other game engines, like Phaser or Little.js?

Hi! It is a c++ console application. I have been learning c++ so I can use it in unreal engine and thought I would start with something more simple.
