Yes, it's the same ipatch for all the duration of the game. Now it enables a toggle in the main screen (lower-left corner) that reads "Family"(patched) or "Clones"(unpatched), so players can change the patch state of their game during a playthrough, in case they are interested on reading how some scenes develop differently depending on the patch.

If it doesn't work on your device, you can start a New Game and answer a small questionnaire about your previous choices that will allow you to continue the playthrough where you left it.

If you played v.0.12 until the end, the game did an autosave that you can import into v.0.13.

If you click on New Game, you can answer a small questionnaire about the choices you took on Part 1 that are still relevant in Part 2. I've reduced to ~30-80 questions (depending on how you choose to treat the students Relationship Points) from the over 250 choices taken in Part 1.
Android is complicated, because of the manufacturer own folder structures make it that some players can import the game without issues and others have problems with it. I'm sorry.

Delete the modules folder inside the game folder and it should solve it. Is a problem with the integrated mod

If it's Windows/Linux/Mac, you will download a zip. You should extract it into a folder on your hard drive and execute the executable file there (exe for Windows, sh for Linux, and I don't know for Mac)
If it's Android, it don't need to be extracted, just install the game
