Yes, that's the uniform. The old "Mr. Scott's Guide" identified it as a Cadet uniform, but it's been used as the enlisted/NCO uniform in all the films in which it appeared, including Yesterday's Enterprise in TNG.

If I get my Movie-era campaign going again, I'd make a wish that you put the Movie-era enlisted uniform on the table. We're in a small ship, 4 officers, 32 crew. 3 of the PCs are enlisted, two Chiefs and an Able'sman who has somehow been in the fleet over 20 years and never gotten promoted past that rank.
