This is macOS Gatekeeper + missing execute permission. The app bundle contains a binary that isn’t marked executable, so Finder refuses to launch it.
assume the app is in your applications folder do:
"chmod +x /Applications/SEVER.app/Contents/MacOS/SEVER"
then:
"xattr -dr com.apple.quarantine /Applications/SEVER.app/Contents/MacOS/SEVER"
without the quotation mark.
then double click, type password, should run.
