The core of this game is fantastic. I love the feedback loop and the dialogue from the secretary really reinforced that your policies are making an impact. I honestly think that if you got around to updating the images of the secretary you could call it there, it really is that fun to play.
Some feedback: I think the game is too easy. I think I remember reading a note (maybe the code of the game, sorry I peeked around in there lol) that happiness increases way too fast at the beginning of the game and I couldn't agree more. It has some pacing issues with regards to skyrocketing happiness and then getting away with doing whatever you wanted for the remainder of the game with no repercussions. I got the immobility ending on my first playthrough.
If you're looking for suggestions, I think there should be random events relating to happiness that could hinder your ability to steamroll the game. Thinking like a city-wide marathon, an opposing political party, doctor/nutritionalist PSA, that sort of thing. That being said, I would also balance it out with other good events to make the game not frustrating to play (nobody wants to fight against RNG mechanics if they seem unfair).
Another suggestion could be a "political unrest" stat like the others, where it specifically tracks an opposing party's influence over the city. If it becomes too high, the opposing party will start campaigning for a healthier lifestyle and dragging down your other stats. If "political unrest" is under control, it can allow the player to do as they please (or even get help from the opposing party to greatly influence the citizens).This may be too close to the "Consciousness" stat already present, but the idea is there if you want to use it.
Overall this game is seriously fun and gratifying, and I would love to see this idea expanded upon even more.
I'm glad you enjoyed your time with it! I also wish it wasn't so short, but the lack of substance I had caused the gameplay to be pretty stale pretty quickly. I ended up making a last minute change to the shop costs and achievements to help relieve some of the monotony. Sort of me being lazy but also I got done what I wanted to accomplish with the project. It works, and for my first completed attempt at a game it was a great learning experience.
I 100% agree about not having the image(s) and the main interactive part of the game on the same screen. If I returned to this concept I would restructure the game in a more "traditional" landscape layout.
