I like the idea of building looping roads as you build out your city. I did notice that there was nothing stopping me from making overlapping roads which made the game quite laggy and broke the score system with so many loops being created. Definitely a great idea with potential, just needs more time.
Enjoyed all the levels, and beating the last one in particular felt really satisfying. I agree with some of the other comments that a bit more information to make it more about strategic thinking and less about guess-and-checking would be good but I don't know how to do that well. I really liked the "Any collisions after this point will be outside of our Warranty Window™ and out of our hands" setup and how most levels, at least for me, ended like "A collision about to happen, but I got my next contract, so who cares 😀." Good gob!
Love the idea. When I was brainstorming, I also found the phrase "in the loop" to be a fun design focus but I couldn't arrive at any gameplay that really fit it, but this is a great take on the idea. I will say that the tutorial can be broken by giving the letter to a pigeon without clicking the address button, and it feels a bit weird that the score only increases when the pigeon returns. But still, great execution, and I could envision this being expanded into something similar to Papers Please pretty smoothly.
