No, the threshold is just for the steering axis so you don't need to have the steering wheel perfectly centered to not engage the idle turning for example (and still have the deadzone at zero for smooth steering in the center).
Which dozer do you mean? Then I can take a look into it. Idle turning should work without throttle.
