Is anyone having issues downloading the game? It will download a little then says Failed- forbidden, I use Chrome as my browser and use Windows? Is there anyway to fix?

Hello I have Windows and I can't get into the game it saying I need this api-ms-win-core-path-l1-1-0.dll. I'm really confused, I thought I just had to click on the main.exe and it would be fine? Could someone help me!!
