Sorry for the last comment, You are in the market? mayeb you need to talk to one of the ladies in the market, and will trigger the Teeku quest before talking to the King, it is on the souteast part of the market, it look like an "unreachable" NPC but you can talk to any NPC in the market, except the "crowded NPCs" :)
