If you have Skyfall's Blue Palace Courtyard or Thay's Blue Palace Overhaul, they can prevent Celestine from spawning after receiving the man who cried wolf quest. This link here leads to the old page with the patches Craftian provided (alternatively, you can search it up using the web archive for it, as I get not trusting a random link).
