Part of it is games we rated and the devs rated ours back and vice versa, some just found our game in the jam's page and got in to play and rate.
In the end of the day what matters is the quality of your game and visuals. Is your thumbnail inviting and stands out next to all the other games on the page? do you have screenshots that might spark curiosity in people? are you doing any publicity to bring people from the community to play your game? if your game's is super good and enjoyable some people might spread word to others and it'll bring more people to play and rate your game. You know?
