Well, i wanted to ask around if it was a bug or intentional. if others had noticed the same thing. but its so specific, i kinda doubt it.

The character im using is completely submissive. the npcs are completely dominant. 

I noticed they ignore what i want entirely.. until they are about to penetrate. at this point, they will relent if i ask or resist. Its only when they are about to penetrate that they seemingly become nice a submissive apparently.

No. i won't blame the creators though. its a very small detail. you'd have to actively seek it out to notice.

most people just assume rng and move on. i wanted a specific result, and upon not getting it. i did some testing. so unless they intentionally removed it to be less... 'Rapey' It was probably broken in a tweak or something. 

Correct. i have done multiple tests.

Location, inclinations, stats, friendliness, gender.

No matter what, if you Resist or ask. they will relent immediately.

I made sure they had the taker, sadist, and dom inclinations. i even made sure they hated me. all tests resulted in them relenting.

Im also using the dangerzone seed.

Pretty good so far.
