I managed to figure out Jessy's new clothes: turns out I needed Vampire's teasing CG, which I hadn't yet unlocked. I was trying to finish all the side quests in Central/Begus/Amagal before moving into Dorgania. After I found the three eyed person in Lualombo it worked out. Might I suggest editing the walkthrough, since it's possible not to get this quest automatically after Bandit Investigation?
