Sorry for the delay in answering! You just need to hit space in that room to interact with the light switch. Since this is my first game and I was learning as I went, some of the finer points of game design aren't that great, but I haven't had time to go back and polish 

If you're talking about going down the stairs, that's not an area you access; it's just the upper walkway.
