Valve will usually allow regional pricing.  However, some countries do deal with USD as their base currency when it comes to Steam, so you have to watch out for those countries.

Valve pays on a +30 Day system.  So no, they actually don't.  Even further, I also advise that Nacho Sama get a lawyer and fast because there will be an eventual counterclaim to a DMCA, and the 14 business day clock starts ticking immediately when it is filed.
