i dont mind paying a higher price to at least get it legaly, steam doesnt block owning the game, just acess to buy it in germany, so activating keys or getting it gifted is legaly "ok" 

so can i get a steam key if i buy it here? Otherwise its hard to get the game in steam in germany.
