It has to do with what it says in the room, "momentum is conserved". The bounce platforms send you higher than a normal jump would, so if you jump onto the bounce platform and then teleport with good timing, it'll conserve your momentum, and give you more height than you'd get with just a normal jump + teleport. Do it right, and you'll get enough height to reach the exit of the room.
