sTEPS:

Get bomb from demon girl by giving coin, save it
use wire cutters to cut the fence and get a lighter
light up the oil barrel near spawn
light up bottle via barrel for it to become a molotov, save it
knock out boy (you can bring the girl to the room in the right side of the map to get dart and change her appearance, you can use the dart to knock him out or use environmental damage)
use molotov to knock out cop
use bomb to knock out riot cop
and its done
