I don't think the recipes are in the game just yet.. however you can get ingredients several ways. You can use bombs and throw them into the water to get fish, octopus tentacles, and sometimes a crab claw weapon. You could also gather mushrooms off the floor in the dungeon and from the walking mushroom enemies. Lastly you can get meat from the pig enemies.

Just witnessed a funny little thing-
Wearing the bunny maid outfit allowed me to walk on water.
