Answer from someone in the discord: "The game engine on which Small Complex is made, doesn't have support for Android, which leaves the question of when it would be possible to make it unknown. The only thing we can do is wait.." so either be patient or play it on a pc/laptop

go to your phone in your inventory and interact with it

The guy is nowhere to be found, mind you that the store also moved to the MC's area. Only person next to the store is a hobo at night. 

EDIT: the save file from previous versions are NOT compatible with the current build so better just start a new game
