Yes, you can, you can use assets from the asset store, or make assets within the timeframe of the jam! So yes, you can get stuff off the asset store. :D

I loved this game! The storytelling was nice & goofy, the art was great, and the gameplay was fun!

It reminded me of Warioware alot, I loved the part where it said "Heat!" and you just had to wait.

As far as I know, tabletops do not count. And in the rating aspect, you can't fit Enjoyment /Gameplay/ Innovation/ Theme/ Visuals/ Audio, into a board game, you can ask the discord, but I'm pretty sure that the jam is for video games. (:
