I have a bug where after I see the scene with Veilbane in the dungeon in sends me back outside and when go back to the room with the book the conversation happens like it's the first time

Did you free morati?

Uhm, did you spoke with the Queen?  Thats what should trigger the quest, she gives you the mision to complete a task there. And abou the elf ears, you get them by killing enemies in the twilight

How far in the game you are? Maybe you need more corruption

The Queen's mansion, then you go outside and you will be in the Twilight
