What is the strategy to dealing with this guy? Given how the quest was story progression limited, I'm not sure how high I can level before fighting this boss and finishing the questline.
It is held by a bonus boss in the Alram Highlands. After going through the mines there's a path north that leads to a save circle. Beating the boss will get you the book.
