Basically the rain indicates how long you have to defeat Firestar before he invades Brambleclan and scatters everyone, the rain happens regardless of if you defeat him or not, and then periodically after that
Birchblaze is saying that Breezesong would be a "mate that is OP too" seeing as she becomes (spoilers) leader of FireClan once Firestar is defeated
